Predictive dialer Ofcom rules: the 3% abandonment rate explained

The rule
Under Ofcom's Persistent Misuse policy, the percentage of abandoned predictive-dialled calls (rings answered before an agent is free) must not exceed 3% of live answered calls in any rolling 24-hour period.
What "abandoned" actually means
An abandoned call is one where the caller answers, hears silence (or an information message), and the call ends without ever connecting to an agent. It does not include voicemail hits.
Penalties
- Ofcom can issue an enforcement notice and fine up to 10% of UK turnover.
- Repeat misuse gets reported to the Information Commissioner and may revoke your number ranges.
- Acquiring banks may consider it a card-acceptance breach.
